Turkey The production of tobacco and tobacco products in free zones is not permitted and applications for operating licenses are rejected. The purchase and sale of leaf tobacco under HS Code 2401 may be permitted providing that they have a tobacco trade authorization certificate issued by the Tobacco and Alcohol Market Regulatory Authority and only Turkish origin products to be sold abroad. However, there are currently no companies operating in this field. The purchase and sale of tobacco products is generally prohibited, and only companies operating in the catering sector and Duty-Free stores are exempted. Transit of cigarettes through the customs territory of Turkey is allowed provided that each package and its packaging, outer packaging and labels, and empty cigarette packets have warning signs in the official language/languages of the country of destination. Uruguay EL Código Aduanero (CAROU) determina que las Zonas Francas (ZF) serán regidas por la legislación que regula la importación y la exportación según el Art 160.5 del CAROU, teniendo la Dirección Nacional de Aduanas (DNA) la potestad de efectuar controles selectivos sobre la entrada, permanencia y salida de mercaderías y personas según lo establecido en el Art.162 del CAROU. Por su parte el Decreto 97/2015 reglamenta el art. 162 del CAROU, en términos generales se establece: 1.Competencia de la DNA relativo a los controles y fiscalización sobre la entrada, permanencia y salida de mercaderías de ZF y para ello podrá disponer de sistemas informáticos y medios de transmisión electrónica de datos; sin perjuicio de las competencias asignadas al Área de Zonas Francas de la Dirección General de Comercio. 2. Tratamiento aduanero de las mercaderías en la ZF y depositarios. 3. Establecer requisitos de infraestructura a los depósitos de ZF para su autorización y habilitación así como controlar la capacidad de operar con las debidas garantías y seguridad. 4. Control de inventario y transmisión en tiempo real a la DNA por los explotadores a quienes le trasmiten los depositarios. En cuanto al control de existencias en ZF la Dirección Nacional de Aduanas mediante Resolución General 48/2016 y 67/2017 se establece el Procedimiento de Control de Existencias en Zonas Francas con las disposiciones que deben ser cumplidas por los explotadores y usuarios de las ZF habilitadas del país, a los efectos del control aduanero del ingreso, permanencia y salida de mercaderías en depósitos en ZF. El mencionado procedimiento establece que el explotador es el responsable de transmitir los inventarios a la DNA, las mismas se realizan mensajes electrónicos mediante el Documento Aduanero Electrónico (DAE) a través de web service. La mercadería contará con un número único pasible de ser asociada claramente con el almacenamiento. WHO Region of the Americas
