European Union Directive 2008/118 EC implements the obligation under Article 6 in relation to tobacco products. Commission Regulation 684/2009 details the structure and content of electronic messages through the Excise Movement Control System (EMCS), whereby cross-border movements of excise goods in duty suspension are monitored. Cross-border duty paid business-to-business movements will be monitored in EMCS as of 13 February 2023. In relation to the manufacture of machinery, the European Commission has begun initial preparations for a feasibility study on an EU wide licensing scheme. Some Member States have adopted national measures for the control of manufacturing equipment, as well as retail of tobacco and growing of tobacco products. WHO European Region

Norway Norway is well along with having a licencing system in place for import, export and manufacturing of tobacco products and tobacco equipment. New legislation is approved by the Norwegian Parliament but not yet in force. The new legislation and further regulations are expected to come into force as domestic law in the fall of 2020. Competent authority will be the Norwegian Directorate of Health. Panama Si bien no existe el otorgamiento de una licencia propiamente tal, se llevan controles de importación de productos de tabaco en la Autoridad Nacional de Aduanas y por ende se les solicita información relacionada a su actividad y a las declaraciones aduaneras que deben realizar. Se tiene un control en cuanto a la comercialización basados en las facultades conferidas en la Ley 13 de 2008 y el Decreto Ejecutivo 230 de 2008, por el control de las advertencias y pictogramas sanitarios. Aunado a ello contamos con la Ley 34 de 2015 que tipifica como contrabando la introducción de productos de tabaco a la República de Panamá, que no cumplan con las disposiciones sanitarias o aduaneras. Existe una buena coordinación entre la Autoridad Nacional de Aduanas y el Ministerio de Salud. WHO Region of the Americas
