The Government of Canada provided funding and human resources to the FCTC Convention Secretariat to support the work of the working group responsible for the development of the WHO FCTC medium-term strategic framework to guide the development of biennial work plans, budgets and implementation support for consideration by the Conference of the Parties.
Health Canada led two technical workshops on Plain and Standardized packaging, one for the WHO Americas Region, and the second targeting countries in developing areas on “Legal Challenges in Policy Design and Implementation”.
Complimenting Canada’s domestic engagement in tobacco control activities and health policy, Canada’s International Development Research Center (IDRC) provides funding to support low- and middle-income country (LMIC) researchers to develop the local evidence needed to inform the adoption and effective implementation of tobacco control policies. During the period 1 January 2016 to 31 December 2017, IDRC allocated 2.2 million CAD to various research projects aiming to better understand and contribute to the economic rationale for tobacco control in LMICs. During the South-South and Triangular Cooperation Meeting convened by the FCTC Secretariat last September 29 - October 1, 2015, the Philippines was identified as a Technical Assistance Provider for Article 6 and Article 5.3. It was also identified as Technical Assistance Recipient for Article 17 and 18.
Two project proposals were drafted for Malaysia and Mongolia on Article 6: Taxation. Another proposal was considered for Iran and Uruguay. The Philippines, together with the University of Capetown, South Africa and the World Lung Foundation were selected as technical experts. A proposal for information sharing on Party practices on Tobacco Industry Interference was also proposed with the Philippines identified as technical expert. Financial assistance – The department is likely to have 2 officials at a time for the coming 2 years working part-time on tobacco control as they are also implementing health promotion. There is a need to have an official dedicated to the implementation of tobacco control only reporting to the health promotion manager, as work load is likely to go up due to the Bill going to cabinet / parliament. The department will need salary funding for a year to year contract to have a dedicated official to tobacco control. Implementation of priority Article 6 and 15 that are lagging behind will be strengthened.
