En 2017 Colombia fue seleccionada como uno de los 15 países del Proyecto FCTC 2030, el cual busca apoyar, hasta el 2021, la implementación del CMCT, como una de las metas a lograr en el marco de la Agenda de Desarrollo Sostenible. En este Proyecto, se contemplaron 3 líneas estratégicas: a) fortalecimiento de los procesos de inspección, vigilancia y control del control de tabaco; b) fortalecimiento de la acción intersectorial; c) implementación del programa nacional de cesación de tabaco, en el marco de la Política de Atención Integral en Salud. Paralelamente, se desarrolla el Caso de Inversión que busca generar información clave para hacer abogacía a favor del control de tabaco.
En noviembre de 2017, se realizó el lanzamiento oficial del Proyecto y del Caso de Inversión.

Del 29 de octubre al 2 de noviembre del 2012 asistió al país una misión compuesta por delegados de la Secretaría del CMCT de la Organización Mundial de la Salud, la oficina de la OPS/OMS en el país, el Banco Mundial y el Programa de Naciones Unidas para el Desarrollo (PNUD), para realizar un ejercicio conjunto con el Gobierno Nacional sobre las necesidades del país en la aplicación del CMCT. El proceso de evaluación incluyó la participación de los ministerios de Salud, Agricultura, Hacienda, Comercio, Relaciones Exteriores, Cultura, y de otras entidades como la DIAN, el Instituto Nacional de Cancerología, y la Superintendencia de Industria y Comercio. La misión se reunió, además, con algunos Honorables congresistas conocedores del tema como Simón Gaviria, Jorge Eduardo Ballesteros y Rafael Romero.
El proceso de evaluación incluyó un análisis inicial de la situación del país en relación al Convenio, los desafíos y las posibles necesidades derivadas del informe de implementación más reciente del país y otras fuentes de información.
Posterior a la visita, se elaboró un informe final con las recomendaciones para mejorar la implementación del CMCT en el país. Estas recomendaciones se socializaron con todos los stakeholders en una reunión intersectorial el día 2 de septiembre de 2013. Allí se acordaron algunas de las principales acciones para articular los esfuerzos del gobierno nacional por aplicar efectivamente el Convenio. De hecho, se concluyó que era fundamental contar con un plan de acción intersectorial para la implementación del CMCT. En la actualidad, se espera avanzar más contundentemente en la construcción de este plan de acción.
Vale destacar, de otro modo, que la Secretaría del CMCT facilitó los recursos para que la Dra. Claudia Cedillo, de la World Lung Foundation, asesorara al Ministerio de Salud en el desarrollo de estrategias de información, educación y comunicación más efectivas.
También se cuenta con un proyecto de cooperación internacional con Uruguay para fortalecer las medidas relacionadas con las advertencias sanitarias.

Se proyecta captar a 60 consumidores de tabaco por cada TAPS capacitado, de los cuales se reportará el porcentaje efectivo de cesación de consumo de tabaco con el fin de evaluar la efectividad del proyecto. |

The webinars organized in this project had either participants or later viewings of the recorded presentations from altogether 30 countries, of which 25 are Parties to the WHO FCTC. These are: Afghanistan, Australia, Austria, Belgium, Brazil, Burkina Faso, Canada, Costa Rica, Czech Republic, Egypt, El Salvador, Finland, Georgia, India, Jordan, Luxembourg, Malta, Nigeria, Philippines, Saudi Arabia, Serbia, South Africa, Spain, Thailand and United Kingdom.
The Knowledge Hub website has had visitors from 111 WHO FCTC Parties.
In addition, assistance has been provided to Nepal (Web-training for the participants in the FCTC2030 workshop in Nepal 30.4.2019), India (Presentation in a webinar organized by the Indian Knowledge Hub 17.5.2019) and France (France was exploring the possibility to host a new knowledge hub, and experts from the OFDT (Observatoire français des drogues et des toxicomanies) visited the hub to learn from its experiences).

Pacific Island countries and territories have been supported by the New Zealand government through the New Zealand Aid Programme.
The most significant contribution is the 14 country Pacific NCD Initiative (2014-17). Funds and technical support will be directed through the WHO Division of Pacific Technical Support in Suva towards ensuring a 15% reduction in adult cardio-vascular disease risk by 2018 and a 10% reduction in adult tobacco use by 2018. In 14 Pacific countries, this includes support to national tobacco control initiatives.
In addition, New Zealand has provided support to a mobile-health intervention to reduce tobacco use in Samoa and American Samoa (2014-2016). This support will develop and evaluate an accessible, affordable and culturally relevant text message support for people who want to quit smoking. |

Bureau for Chemical Substances participated as a collaborating partner in activities performed in the framework of EU Joint Action on Tobacco Control (JATC).
The general objective of the JATC was to provide support for the implementation of the TPD throughout the 28 EU MS through the mining of EU-CEG data, supporting of laboratory collaborations and effort to evaluate priority additives.
The specific aims of the project are:
• To ensure appropriate coordination and evaluation
• To support the dissemination of information to the public, regulators and researchers.
• To enhance the ease of access to the data collected through the EU CEG
• To monitor and provide support to the tasks of tobacco and e-cigarette product regulation

Knowledge transfer
In March 2019, HPB’s CEO Mr Zee Yoong Kang participated as a technical advisor to Victoria’s Quit Review Taskforce in Melbourne. In December 2019, Singapore brief Victoria’s Minister for Health and the Minister for Ambulance Services Jenny Mikakos on Singapore’s Multi-pronged tobacco control strategy in Singapore, including policy measures such as the MLA for tobacco and the ban on e-cigarettes. In the same month, Singapore also hosted the Thailand Youth Institute and shared about Singapore’s efforts to prevent the initiation of smoking in youth.

Knowledge transfer
Singapore was invited as a technical advisor to conduct workshops on taxation policy and developing smoke-free environments in the lead up to the ASEAN SOHM meetings and SEATCA workshops.
Between January 2016 and January 2018, Singapore hosted 32 study trips for Parties from the SEARO / WPRO regions. Besides sharing Singapore’s whole-of-government, multi-pronged tobacco control measures, these visits also provided Singapore and the visiting parties opportunities to discuss services such as establishing cessation services and enforcing graphic health warning labels. Subject matter for the study trips have been varied ranging from setting up cessation services/quit line, compliance and enforcement of graphic health warnings to taxation policy.

Singapore was invited as a technical advisor to conduct workshops on taxation policy and developing smoke-free environments in the lead up to the ASEAN SOHM meetings and SEATCA workshops. Between 2014 and 2015, Singapore hosted seven study trips for Parties from the SEARO / WPRO regions. Besides sharing Singapore’s whole-of-government, multi-pronged tobacco control measures, these visits also provided Singapore and the visiting parties opportunities to discuss services such as settingup cessation services and enforcing graphic health warning labels. Subject matter for the study trips have been varied ranging from setting up cessation services/quit line, compliance and enforcement of graphic health warnings to taxation policy.
HPB hosted the following foreign visits from 2014 to 2015 which had presentations on our tobacco control efforts.

Technical Support / Capacity Building Programmes for region
Singapore lead the validation of one method (Benzo[a]pyrene), participated and completed three methods: nicotine & humectants for the content and tobacco specific nitrosamines for the emissions. Currently, Singapore is supporting WHO TobLabNet in the global validation work of two remaining methods: aldehydes and volatile organics for the emissions, finalize Standard Operating Procedures and validation report for ammonia and humectants. Participated in regional and international meetings, workshop and activities in the provision of tobacco testing and capacities building to countries in the western pacific region, organized by World Health Organization-Preventable Non-Communicable Disease- Tobacco Free Initiatives (WHO-PND/TFI).

To implement the plain packaging in Turkey pictures and related health warning have been allowed by EU to use by Turkey. On the other hand through the collaboration provided by FCTC Secretatiat to use the pictures in the WHO library the right of use of the pictures as well as related health warnings have been received from Thailand and Canada for a determined period of time. |

La República Bolivariana de Venezuela ha recibido la cooperación técnica de la Organización Panamericana de la Salud/Organización Mundial de la Salud (OPS/OMS), en cuanto a la capacitación para la implementación de la Encuesta de Tabaquismo en Estudiante de Profesiones de Salud 2011; ha cooperado técnicamente con los países (República del Ecuador, República Islámica de Irán, Australia,Panamá, entre otros) facilitando los pictogramas del sistema de advertencias sanitaria que implementa el país.
El país ha compartido información técnica en materia regulatoria y en materia para el mejoramiento del acceso público al tratamiento para la cesación tabaquica con el MERCOSUR.
Por otra parte, se entrego copia del acervo normativo en materia de control de tabaco al Estado de Palestina, representado por su Ministro de Salud en su visita al país en el año 2012. |
