Ecuador A nivel regional se ha trabajado principalmente con la Organización Panamericana de la Salud a fin de que se pueda proveer la asistencia necesaria en la implementación del CMCT a los países que así lo requieran. Como en anteriores años, la OPS/OMS Ecuador prestó apoyo financiero al gobierno en elaboración de los Días Mundiales Sin Tabaco 2016 y 2017. Además, apoyó la realización de la Encuesta Mundial sobre Tabaco en Jóvenes. Adicionalmente, se tuvo apoyo de la OMS para la realización de la Evaluación Conjunta de Necesidades en relación al CMCT, mediante el cual la Secretaría del CMCT ofreció a Ecuador asistencia técnica y financiera para desarrollar algunas de las recomendaciones del informe. Por otro lado, en la "Tercera reunión sobre cooperación Sur-Sur y Triangular para la implementación del CMCT en la era de los ODS", Ecuador fue oferente de cooperación, en conjunto con el Knowledge Hub de University of Cape Town, Sudáfica, Tailandia y Filipinas, para la elaboración del contenido y metodología para un taller integral para la aplicación del artículo 6 del CMCT. Además fue oferente de cooperación y lideró la elaboración del contenido y metodología para un taller sobre la aplicación del artículo 8 del Protocolo para la eliminación del comercio ilícito de productos de tabaco, con la intención de compartir su experiencia en relación a la creación e implementación del SIMAR. Además fue receptor de cooperación sobre asistencia técnica en relación a la adopción del empaquetado neutro en el país. Así, en diciembre de 2017, el Ministerio de Salud Pública realizó un taller, en coordinación con OPS/OMS Ecuador, la Secretaría del CMCT y el Servicio de Rentas Internas, sobre los artículos 6 y 15 del Convenio Marco de la OMS para el control de tabaco en el marco de la cooperación Sur-Sur "La experiencia de Ecuador en medidas fiscales y de seguimiento y localización". Adicionalmente se ha alentado a estas organizaciones a facilitar la asistencia referida mediante las posiciones país que se ha defendido en espacios y eventos multilaterales. Por último, en enero de 2018, el Ministerio de Salud Pública recibió apoyo técnico y financiero de la Organización Panamericana de la Salud (OPS/OMS Ecuador) y la Sociedad Respiratoria Europea (SRE) para realizar el taller de entrenamiento a entrenadores en intervenciones en tabaco en Ecuador, que posibilitó la capacitación de 40 médico y 100 TAPS sobre intervenciones cortas de cesación de consumo de tabaco. Se proyecta captar a 60 consumidores de tabaco por cada TAPS capacitado, de los cuales se reportará el porcentaje efectivo de cesación de consumo de tabaco con el fin de evaluar la efectividad del proyecto. La OPS/OMS Ecuador prestó apoyo financiero al gobierno en la representación del país en la reunión de La Conferencia de las Partes (COP), que es el órgano rector del Convenio Marco de la OMS para el Control del Tabaco (CMCT de la OMS), asistió una delegación nacional conformada por tres funcionarios del Ministerio de Salud Pública. Además, apoyó la realización de una mesa de diálogo sobre el Protocolo de Eliminación de Comercio Ilícito de Productos de Tabaco, con el fin de posicionar el sistema SIMAR, como acción de implementación de este Protocolon e, el marco de la Sesión del Pleno del Comité Interinstitucional de Lucha Antitabáquica. The objectives of the meeting were to raise awareness of the Protocol among different government sectors (including health, customs, justice, trade, law enforcement and finance), and to discuss specific technical requirements by each Party to ultimately promote the entry into force of the Protocol.
